Over the course of the five years of the USAID-funded Building Local Capacity for Delivery of HIV Services in Southern Africa Project (BLC) program, BLC and its partner organizations have developed a series of tools and resources that have proven effective in strengthening the OVC response.

Through the use if these innovative tools, BLC partners have access to the most up-to-date and accurate information, work collaboratively, improve their organizational and technical capacity, and reach the most vulnerable children.

One of these is the Early Childhood Development Center assessment tool, developed by the Church Alliance for Orphans (CAFO) with support from BLC, which was implemented in Namibia.
