Short-term assignment: Senior Expert HIV/AIDS Botswana

Global objective

The main goal of this assignment is to advice the Government of Botswana 1 National Authorising Office (NAO), National AIDS Coordinating Agency (NACA), Ministry of Health (MoH) and the European Union on how best to address the HIV1AIDS epidemic in Botswana, with the supplementary funds allocated to Botswana under the MDG initiative. The HIV/AIDS epidemic is the main underlying cause for being off track for MDG 4 and 5 and should be urgently tackled to allow progress towards the attainment of both MDGs by 2015.

Specific objective

The specific objective of the mission is to assist in the integration of the additional funds of 11.6 million into the existing HRD sector budget support programme, focussing on HIV/AIDS, and ultimately improving progress towards MDG 4 and 5. This should be done with a view to ensure consistency and harmonization with the existing Human Resource Development Sector Policy Support Programme Financing Agreement.Support is required to define the need of fixed and variable tranches, and to provide for specific conditions (indicators) allowing for tracking of progress. On the latter, support should be provided to the identification and formulation of SMART HIVI AIDS related indicators, addressing the main underlying cause of the off track MDGs 4 and 5 and allowing progress towards their attainment by 2015. All this should be aligned with the National HIV and AIDS Response, with the framework of National Development Plan 10 and with the spirit of the Paris Declaration on Aid Effectiveness. This has to be translated into a draft rider to the financing agreement which has to be written.
